REQUEST FOR STATEMENT OF QUALIFICATIONS

CONSULTANT SERVICES

The City of Seattle, through Seattle Department of Transportation, requests Statements of Qualifications (SOQ) from qualified engineering firms for SDOT 14-032 Safe Routes to School Federal Bicycle and Pedestrian Education.

 

From this solicitation, the selected Consultant will be awarded four contracts for separate grant funded projects, for an amount of approximately $184,000 with the time of performance expected to be between August 1, 2014 and June 30, 2015.

 

The Consultant shall conduct customized bike and walk to school education and encouragement events at four Seattle schools: South Shore K-8, Mercer Middle, Greenwood Elementary, and Wedgwood Elementary. Programs are funded by a Safe Routes to School grant received from the Washington Department of Transportation (WSDOT).

 

Bicycle program elements include a 3-week bicycle education program, urban biking class, bicycle assembly including demo and interactive activities, bike safety rodeo, bike to school events such as Bike to School Month in May, formation of a bike club, family-oriented bike train, neighborhood bike audit to identify potential barriers to biking to school, and neighborhood bike route mapping.

 

Pedestrian program elements include neighborhood walking audits, formal assessments of the load zones around the schools, development of a customized school circulation map, walk to school events including the October International Walk to School Day event, and a campaign for kids and families to pledge reduction of motor vehicle use.

The Request for SOQ’s packet includes a more detailed Scope of Work, administrative requirements such as subconsulting, insurance, selection process, schedule, etc.

 

SOQ’s must be received by the Seattle Department of Transportation, Attention:  Sonia Palma, 700 Fifth Avenue, Suite 3800, P. O. Box 34996, Seattle, Washington  98124-4996 by 4:00 p.m., May 19, 2014.

 

Any questions regarding this Request for SOQ’s may be submitted via eBid eXchange.  Response to questions will be provided via eBid Addendum.

 

The City of Seattle in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
